Message International Law for the Global Health Governance under the United Nations System has been adopted mainly by the World Health Organization (WHO), which is the one of the Specialized Agencies of the United Nations provided in Article 57 of the United Nations Charter. Therefore, international responses to the covid-19 since its outbreak in the end of 2019 have been organized by WHO based on the International Health Regulation (IHR) 2005. However, as for the response to the covid-19 pandemic, the present Global Health Regime of WHO has been criticized in many aspects, for example, its slow responses, difficulties for adopting effective and decisive measures for the pandemic, lack of strong leadership. Recently, the accountability and responsibility of international organizations have been discussed in detail in the field of international law, for instance, “Recommended Rules and Practices on Accountability of International Organizations” adopted by the International Law Association (ILA) in 2004 and “Articles on Responsibility of International Organizations” adopted by the International Law Commission (ILC) of the United Nations in 2011. My research topic in this project is to consider and propose a desirable structure of the Global Health Governance and to strengthen the accountability of WHO in future.
